โครงการปรับปรุงบริเวณถนนนครนอก-นครใน จังหวัดสงขลา

Abstract

1. เหตุผลในการเลือกโครงการ 1.1 เป็นบริเวณที่มีความสำคัญทางเศรษฐกิจ - สังคม ต่อชุมชนสงขลาในปัจจุบัน 1.2 เป็นบริเวณที่เก่าแก่ประกอบด้วยอาคารที่มีลักษณะสถาปัตยกรรมเด่นเป็นพิเศษ ซึ่งสมควรแก่การอนุรักษ์ เพื่อเป็นหลักฐานทางประวัติศาสตร์ - วัฒนธรรม เพื่อการศึกษาและอุตสาหกรรมท่องเที่ยว 1.3 เป็นบริเวณที่กำลังจะกลายเป็นแหล่งเสื่อมโทรม เนื่องจากอาคารสร้างกันอย่างแออัด และมีอายุค่อนข้างจะเก่าแก่ 2. ความมุ่งหมายของการวิจัย เพื่อ 2.1 ปรับปรุงการใช้ที่ดินให้เหมาะสมกับสภาพทางกายภาพ เศรษฐกิจ สังคม ทั้งในปัจจุบัน และเผื่อไว้ในอนาคต 2.2 อนุรักษ์อาคารที่มีคุณค่าทางประวัติศาสตร์และสถาปัตยกรรม 2.3 ปรับปรุงสิ่งแวดล้อมของชุมชนให้ดีขึ้น 2.4 สนับสนุนโครงการของหน่วยราชการ คือ สำนักผังเมือง กระทรวงมหาดไทย องค์การส่งเสริมการท่องเที่ยวแห่งประเทศไทย และกรมศิลปากร 3. แผนงานวิจัย แบ่งออกเป็น 4 ขั้นตอน ใช้เวลา 6 เดือน เริ่มตั้งแต่เดือนธันวาคม 2518 - พฤษภาคม 2519 3.1 ออกสำรวจและรวบรวมข้อมูล 3.2 วิเคราะห์ข้อมูลและวางเป้าหมายในการแก้ปัญหา 3.3 วางผัง และข้อเสนอแนะในการแก้ปัญหา 3.4 เขียนรายงาน 4. ผลการวิจัย 4.1 การใช้ที่ดิน ขาดการควบคุม ทำให้เกิดปัญหาทางด้านการใช้ที่ดินและสิ่งแวดล้อม 4.2 เกี่ยวกับอาคาร อาคารที่มีคุณค่าทางประวัติศาสตร์และสถาปัตยกรรม มีสภาพทรุดโทรม และถูกทำลายลงเรื่อย ๆ เพื่อสร้างอาคารสมัยใหม่ทดแทน ซึ่งเป็นการทำลายหลักฐานทางประวัติศาสตร์ - วัฒนธรรม และบรรยากาศของความเป็นเมืองโบราณ 4.3 การจราจรและขนส่ง ถนนคับแคบและเป็นแบบเอนกประสงค์ (multi-purposes) ซึ่งทำให้เกิดปัญหาทางด้านจราจร 4.4 บริเวณสาธารณะ ยังไม่เพียงพอและเหมาะสม การจัด landscape ไม่น่าสนใจ 4.5 ความคิดเห็นในการอนุรักษ์อาคาร ส่วนใหญ่มีความเห็นว่าควรอนุรักษ์ไว้เพื่อเป็นหลักฐานทางประวัติศาสตร์และวัฒนธรรม 5. ข้อเสนอแนะในการแก้ปัญหา 5.1 ปรับปรุงการใช้ที่ดิน โดยวิจัยย่าน (Zoning) และออกกฎหมายบังคับ (Zoning Ordinance) 5.2 ให้กรมศิลปากรขึ้นทะเบียนอาคารที่มีคุณค่าทางประวัติศาสตร์และสถาปัตยกรรมเพื่อการอนุรักษ์ เทศบาลและกรมศิลปากรให้ความช่วยเหลือทางด้านวัสดุก่อสร้างและการซ่อมแซม โดยใช้งบประมาณแผ่นดิน ส่วนสำนักผังเมือง กระทรวงมหาดไทย ร่วมกับกรมศิลปากรให้คำปรึกษาทางวิชาการแก่เจ้าของอาคาร 5.3 ปรับปรุงระบบจราจรและขนส่ง ให้มีความคล่องตัว สะดวก และรวดเร็วในการขนส่ง 5.4 ปรับปรุงกิจการสาธารณะให้เพียงพอและเหมาะสม 5.5 พัฒนาเศรษฐกิจ – สังคมของชุมชนให้ดีขึ้น 5.6 ส่งเสริมความสำคัญของชุมชนโดยปรับปรุงให้เป็นที่ท่องเที่ยวและพักผ่อนหย่อนใจ

1.Reasons for the thesis 1.1 The areas referred to are important socio-economically to Songkhla. 1.2 They contain buildings of special historical and architectural values which should be conserved for both cultural evidence and tourism. 1.3 These areas are at the same time becoming sub-standard because of high density and building age. 2. Aims of the research 2.1 Upgrading land use to suit present and future physical, social and economic conditions. 2.2 To conserved buildings of historical and architectural interest. 2.3 To upgrade the urban environment. 2.4 To support government programmes as formulated by The Department of Town & Country Planning, Tourist Organization of Thailand and the Fine Arts Department. 3.Research Schedule This is divided into 4 parts and took 6 months to complete from December 1975 to May 1976 3.1 Survey and data gathering. 3.2 Data interpretation and establishing approaches to problem solving. 3.3 Project (Physical) planning and recommendation to problem solving. 3.4 Report. 4. Result of the Research 4.1 Land use is uncontrolled with resulting environmental problem. 4.2 Buildings of historical and architectural values are left delapidated or else demolished to make way far new buildings, these destroying the historical environment of the old city. 4.3 Roads are narrow and of mixed – use so that traffic and transportation face a problem. 4.4 Public services are at a minimum and landscaping is bleak. 4.5 The researcher is entirely in agreement with the conservation of historical buildings. 5. Recommendation to Problem Solving 5.1 The areas in question must be properly zoned and controlled by a zoning ordinance. 5.2 The Fine Arts Department must undertake to register historical and architectural buildings while helping with the Municipality to undertake restoration with national budget. The Department of Town & Country Planning and The Fine Arts Department should give advice to the owners of the buildings in question. 5.3 Improvement of traffic and transportation. 5.4 Improvement of public services. 5.5 Upgrading socio – economic environment. 5.6 Giving impetus the city’s to touristic and recreational aspects of the city.
