แนวทางการพัฒนาการจัดการแหล่งเรียนรู้ตรอกบ้านจีน ตำบลระแหง อำเภอเมือง จังหวัดตาก

Abstract

การศึกษาในครั้งนี้มุ่งศึกษากระบวนจัดการทรัพยากรทางวัฒนธรรมชุมชนตรอกบ้านจีน ต.ระแหง อ.เมือง จ.ตาก ที่ผ่านมาระหว่างปี พ.ศ. 2542 จนถึงปัจจุบัน โดยใช้วิธีการศึกษาจากเอกสาร การสัมภาษณ์เชิงลึก และการสังเกตการณ์แบบมีส่วนร่วม เป็นต้น ที่ผ่านมาบริษัทสุขสถาปนิกจำกัด และหน่วยงานราชการตระหนักถึงความสำคัญของทรัพยากรทางวัฒนธรรมในชุมชนตรอกบ้านจีน จึงได้ดำเนินการทำโครงการอนุรักษ์และฟื้นฟูชุมชนตรอกบ้านจีน ต.ระแหง อ.เมือง จ.ตาก การจัดการที่ผ่านมานับเป็นการเริ่มต้นที่ดี สามารถกระตุ้นให้ชาวบ้านตื่นตัว มีการจัดการแหล่งเรียนรู้อย่างน่าสนใจ ในกรณีการจัดการทรัพยากรทางวัฒนธรรมผู้ศึกษาเห็นว่า ควรมีการพัฒนาต่อยอดแหล่งเรียนรู้ เพื่อให้ชุมชนตรอกบ้านจีนกลายเป็นชุมชนแห่งการเรียนรู้ที่ยั่งยืนหรือเป็นพิพิธภัณฑ์ที่มีชีวิต สร้างความภาคภูมิใจให้คนในชุมชนและในจังหวัด เป็นต้นแบบให้ชุมชนภายนอกเข้ามาศึกษาเรียนรู้ และเป็นการช่วยส่งเสริมเศรษฐกิจชุมชนที่เป็นผลพลอยได้จากการท่องเที่ยวชุมชนยั่งยืน จากการศึกษาเห็นควรเสนอแนวทางการจัดการแหล่งเรียนรู้ ดังนี้ 1. ควรมีการพัฒนาต่อยอดแหล่งเรียนรู้ที่มีอยู่เดิมและกระจายในชุมชน ให้เห็นแหล่งเรียนรู้ที่ยังยืนด้วยกระบวนการมีส่วนร่วมระหว่างชุมชน หน่วยราชการที่เกี่ยวข้อง วัด และสถาบันการศึกษา 2. พัฒนากิจกรรมเพื่อกระตุ้นให้ชุมชนตื่นตัวและตระหนักถึงความสำคัญของการการพัฒนาบ้านให้เป็นแหล่งเรียนรู้ด้วยการประชุมจากคนในชุมชนเพื่อสร้างความเข้มแข็ง และนำข้อสรุปของชุมชนไปประชุมร่วมกับหลายภาคส่วนที่เกี่ยวข้องเพื่อหาแนวทางที่เหมาะสมในการจัดกิจกรรมถนนคนเดินอีกครั้งหลังจากที่เลิกกิจกรรมในช่วงปลายปี พ.ศ. 2553 ให้กลับมาตื่นตัวอีกครั้ง 3. การประชาสัมพันธ์ ควรพัฒนาให้มีแผ่นพับ แผนที่แหล่งเรียนรู้ในตรอกบ้านจีนที่มีข้อมูลสรุปประวัติศาสตร์ของบ้านเมืองแต่ละหลังที่ถูกคัดเลือกให้เป็นแหล่งเรียนรู้พร้อมทั้งมีข้อมูลพื้นฐานของเจ้าของบ้านในแต่ละหลัง เช่น หมายเลขโทรศัพท์ 4. ชุมชนควรไปศึกษาดูงานแหล่งเรียนรู้ภายนอกที่มีลักษณะทางกายภาพ มีกระบวนการจัดการภายใน ใกล้เคียงกับชุมชนตรอกบ้านจีน เพื่อนำไปสู่การหาแนวทางพัฒนาแหล่งเรียนรู้ของชุมชนในอนาคต 5. ควรมีการประเมินโครงการพัฒนาแหล่งเรียนรู้ของชุมชนในระหว่างการดำเนินกิจกรรม เพื่อหาจุดอ่อนและจุดแข็งของโครงการและนำไปสู่การพัฒนาให้ถูกทิศทางต่อไปในอนาคตอันใกล้

This study aimed to examine the process of cultural resource management of Trok Ban Chin Community at Rahaeng Subdistrict, Mueng Tak District, Tak Province from 1999 until now. This research used research methodologies including documentary research, in-depth interview and participant observation. Some time ago Suksthapanik Co., Ltd, and government agencies have recognized the importance of cultural resources in Trok Ban Chin Community. Therefore, they performd the Conservation and Restoration Project at Trok Ban Chin Community in Rahaeng Subdistrict, Mueang Tak District, Tak Province. From the past operation, it was a good start. It could stimulate the people to be alert, and it has managed learning resources very interesting. In the case of cultural resource management, the researcher regarded that it should develop the learning resource further in order to provide Trok Ban Chin Community becoming a community for sustainable learning resource or a living museum. Building the pride for the people in the community and in the province, and it would be a model for the outside community to come to learn. In addition, it would help to promote the economic community as the outgrowth of sustainable community tourism. The results proposed the following guidelines for learning resources management as follows : 1. It should develop existing learning resources and dispersed learning resources in the community to be sustainable learning resources with the participation process among communities, relevant government agencies, temples and educational institutions. 2. The activities should be developed to stimulate the community to be alert, and recognized the importance in developing Trok Ban Chin to be a learning resource with a meeting of the people in the community in order to build strength. Then, take the conclusions of the community to hold a meeting with the relevant sectors to find appropriate guidelines in arranging the Walking Street Activity again after stopping this activity at the end of 2010 to come back again. 3. In the aspect of public relations, it should provide pamphlets, maps for learning resources in Trok Ban Chin with a brief history of each house selected as learning resources, including the basic information of the owner of the house such as the phone number. In addition, it should develop the logo of the community to be beautiful in accordance with the history, the culture of Trok Ban Chin Community obviously. 4. The community should have a study visit other learning resources with physical characteristics, internal management process looks like Trok Ban Chin Community in order to lead to learning resource development of the community in the future. 5. It should evaluate the Project of learning resources development of the community during the operation in order to find strengths and weaknesses of the project, and lead to the development for the correct direct in the near future.
