การพัฒนาการมีส่วนร่วมของประชาชนในกระบวนการวางผังเมืองรวมเมือง/ชุมชนจังหวัดพระนครศรีอยุธยา

Abstract

การดำเนินการวางและจัดทำผังเมือง มีขั้นตอนการจัดประชุมรับฟังข้อคิดเห็นของประชาชนตามพระราชบัญญัติการผังเมือง พ.ศ. 2518 นั้น โดยที่ผ่านมาพบว่าประชาชนเข้ามามีส่วนร่วมค่อนข้างน้อย งานวิจัยฉบับนี้ จึงมีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมในกระบวนการวางผังเมืองรวมในพื้นที่จังหวัดพระนครศรีอยุธยา เพื่อเสนอแนะแนวทางที่เหมาะสม ให้กับเจ้าหน้าที่ที่เกี่ยวข้องกับการวางผังเมืองทั้งในพื้นที่จังหวัดพระนครศรีอยุธยาและพื้นที่อื่น ๆ ในการที่จะประยุกต์นำผลการวิจัยไปปรับปรุงกระบวนการมีส่วนร่วมของประชาชนให้มีประสิทธิภาพมากขึ้น วิธีการวิจัยใช้การศึกษาจากเอกสาร งานวิจัยที่เกี่ยวข้อง และจากแบบสอบถาม ทั้งหมดจำนวน 191 ชุด จากกลุ่มประชากรตัวอย่าง ในพื้นที่ผังเมืองรวมเมือง/ชุมชน ที่ประกาศบังคับใช้แล้วในจังหวัดพระนครศรีอยุธยา การวิเคราะห์ใช้โปรแกรม SPSS เพื่อพิสูจน์สมมติฐาน โดยการใช้ค่าสมการถดถอย Linear Regression และการตรวจสอบหาค่าสหสัมพันธ์ที่จะวัดออกมา ได้ในรูปของสัมประสิทธิ์สหสัมพันธ์ หรือ Coefficient of Correlation (โคยมีสัญลักษณ์คือ r) ผลการวิจัยครั้งนี้พบว่า ประชาชนส่วนใหญ่ยังคงขาดความรู้ความเข้าใจและการประชาสัมพันธ์ ในเรื่องการวางผังเมืองรวมยังไม่เหมาะสม จึงส่งผลให้ประชาชนไม่เห็นความสำคัญในเรื่องของการวางผังเมืองรวม และเมื่อนำเอาบริบทของพื้นที่ในการวางผังเมืองรวมมาพิจารณาร่วมกับการมีส่วนร่วม พบว่าพื้นที่มีความเป็นเมือง พื้นที่กึ่งเมืองกึ่งชนบท และพื้นที่ที่มีความเป็นชนบท มีความ แตกต่างกันควรจะใช้รูปแบบหรือวิธีการที่เหมาะสม ซึ่งมีข้อสรุปเสนอแนะในเรื่องของการวางผัง เมืองรวม คือ 1. การจัดประชุมรับฟังความคิดเห็นของประชาชน 2. การจัดประชาสัมพันธ์เกี่ยวกับการวางผังเมืองรวม โดยมีรูปแบบดังต่อไปนี้ การจัดทำคู่มือสำหรับประชาชน การจัดทำวารสาร สิ่งพิมพ์ การจัดทำแผ่นพับ การใช้สื่อทางวิทยุกระจายเสียง และการบรรจุลงในหลักสูตรการศึกษา ทั้งนี้ผู้วิจัยได้ตระหนักถึงการสร้างความรู้ความเข้าใจและการประชาสัมพันธ์เกี่ยวกับการวางผังเมืองรวม

According to the 1975 Town and Country Planning Act, citizen can particpate in a general planning process through a 'public hearing' procedure in which, up to the present, very few local people attend the meeting. Therefore, the purpose of this research was to examine the effectiveness of the current public participation process in the urban planning for Phra Nakhon Si Ayutthaya province. As a result, recommendation of appropriate and more effective people's participation methods derived from the research findings aiming to improve future urban planning process for Phra Nakhon Si Ayutthaya as well as for cities across Thailand. The methodology of this research was, after reviewing documents and research relating to Thailand's public participation, to sample 4 groups, each in a different planning area of a total of 191 people in Phra Nakhon Si Ayutthaya 4 planning areas. Questionnaires were used to collect data on factors affecting people's participation in planning process. Program SPSS for Windows was used for the statistical analysis - linear regression and coefficient of correlation (r) - of the data. The results of the analysis found that, firstly, the people lack of understanding of the town planning process, secondly, the planning agency's public relation was poorly managed, as a result, there was insufficient Information about the plan reached the public. Therefore, the locals were not interested in participating the public hearing organized by the agency. In addition, the findings showed that in semi - urbanized and rural areas of the province different techniques of public participation were needed. People in such areas demanded 1. public hearing process and 2. public relation programs including handbooks, journal publications, flyers, radio broadcast, and educational programs to support and encourage them to participate in planning process. In conclusion, the public participation in urban planning process cannot be standardized across the country. Urban and rural population need slightly different methods, especially pubic relation means to educate and encourage them to participate in local planning.
