การศึกษากระบวนการมีส่วนร่วมในการวางผังชุมชน : กรณีศึกษาชุมชนโฟร์โมสต์และชุมชนทรัพย์สินพัฒนา

Abstract

จุดประสงค์ของการวิจัยนี้คือการศึกษากระบวนการมีส่วนร่วมของชุมชน อันนำไปสู่การเสนอแนะแนวทางการพัฒนากระบวนการมีส่วนร่วมของชุมชนได้ต่อไป การศึกษานี้เลือกพื้นที่ชุมชนโฟร์โมสต์และชุมชนทรัพย์สินพัฒนา ซึ่งได้รับผลกระทบจากการพัฒนาพื้นที่ อันประกอบไปด้วยผู้ได้รับผลกระทบจากชุมชนโฟร์โมสต์ 60 หลังคาเรือนและจากชุมชนทรัพย์สินพัฒนา 60 หลังคาเรือนตามลำดับ จากผลกระทบดังกล่าวจึงส่งผลให้ผู้อยู่อาศัยทั้ง 2 ชุมชนเกิดการรวมกลุ่มและเกิดกระบวนการมีส่วนร่วมในลำดับต่อมา การสำรวจรวบรวมข้อมูลเพื่อนำมาศึกษาใช้การทำแบบสอบถามใน 120 หลังคาเรือนจากทั้ง 2 ชุมชนโดยแบบสอบถามมุ่งเน้นสำรวจการมีส่วนร่วมในแต่ละระดับของกระบวนการมีส่วนร่วม และความพึงพอใจต่อกระบวนการมีส่วนร่วมในแต่ละระดับเช่นเดียวกัน ผลจากการวิจัยแสดงออกมาในรูปแบบของระดับการมีส่วนร่วมและความพึงพอใจต่อกระบวนการที่ค่อนข้างแตกต่างกัน กล่าวคือผู้เข้าร่วมจากชุมชนโฟร์โมสต์ที่มีลักษณะความเป็นอยู่แบบชุมชนเกษตรกรรมกลับแสดงระดับการมีส่วนร่วมและความพึงพอใจต่อกระบวนการมากกว่าชุมชนทรัพย์สินพัฒนาที่มีลักษณะความเป็นอยู่แบบชุมชนเมือง โดยในรายละเอียดแต่ละระดับของกระบวนการมีส่วนร่วมนั้นชุมชนโฟร์โมสต์มีส่วนร่วมในระดับแรกและระดับท้ายคือการร่วมกันค้นหาปัญหาและการลงมือปฏิบัติมากกว่าการคิดวิเคราะห์ ขณะที่ชุมชนทรัพย์สินพัฒนามีส่วนร่วมในระดับกลางซึ่งคือการคิดวิเคราะห์และหาแนวทางการแก้ไขปัญหามากกว่าการลงมือปฏิบัติอย่างชัดเจน

The objective of this research is to study public participation process in the community in order to provide suggestions for the development of community participation process. Two Communities, in which there was public participation process conducted, are selected to be studied. Sixty households from each community-Foremost and Subsinpattana community-are chosen according to their house locations that are heavily impacted by land development program in the Community. The survey questionnaires are conducted on those households to study the degree of their participation and satisfactory toward the participation process. The result reveals that the degree of participation and satisfactory toward the participation process of participants in both communities are different. Participants in Foremost community, where its Setting is partial agricultural, show more degree of participation and satisfactory toward the participation process than those of Subsinpatana community, where its setting is more urban like. Moreover, participants in Foremost community tend to have participation in the beginning and at the end of the participation process where the process involve exploration of community problems and program implementations. Whereas Subsinpattana community tend to have participation in the middle of the participation process where the process involves analysis of community problems.
