การศึกษาเพื่อเสนอแนะการอนุรักษ์และฟื้นฟูย่านพาณิชยกรรมเก่าชุมชนเมืองฉะเชิงเทราบนพื้นฐานการมีส่วนร่วมของประชาชน

Abstract

การวิจัยเพื่อเสนอแนะแนวทางในการอนุรักษ์และฟื้นฟูยานพาณิชยกรรมเก่าชุมชนเมืองฉะเชิงเทรา บนพื้นฐานการมีส่วนร่วมของประชาชน มีวัตถุประสงค์เพื่อศึกษาทฤษฎีและแนวคิดในการอนุรักษ์และฟื้นฟูย่าน พาณิชยกรรมเก่าของเมืองและเพื่อศึกษาความคิดเห็นของประชาชนนักวิชาการและผู้เชี่ยวชาญในเรื่องการมีส่วน ร่วมในการอนุรักษ์รวมทั้งเพื่อเสนอแนะแนวทางการอนุรักษ์และฟื้นฟูอาคารตึกแถวในยานพาณิชยกรรมเก่า ชุมชนเมืองฉะเชิงเทราบนพื้นฐานของกระบวนการมีส่วนร่วมแบบกระบวนเรียนรู้ โดยการสํารวจความคิดเห็น จากประชาชนในพื้นที่ จํานวน 89 รายเกี่ยวกับการมีส่วนร่วมในการอนุรักษ์และการสัมภาษณ์นักวิชาการที่มี ความเชี่ยวชาญทางด้านผังเมืองและการอนุรักษ์ชุมชน 3 ท่าน และผู้เชี่ยวชาญทางด้านการท่องเที่ยว 1 ท่าน เกี่ยวกับ กระบวนการอนุรักษ์และฟื้นฟูชุมชนและแนวทางที่จะสามารถหาทางแก้ไข เพื่อให้ประชาชนร่วมมือกัน อนุรักษ์และฟื้นฟูชุมชนของตน การวิจัยครั้งนี้ได้ประยุกค์ใช้ทฤษฎีการมีส่วนร่วมและทฤษฎีกระบวนการกลุ่มในการตั้งสมมุติฐาน และผลการวิจัยพบว่า ประชาชนในพื้นที่มีความยินดีและพร้อมที่จะให้ความร่วมมือในการอนุรักษ์ เป็นอย่างยิ่ง แต่ยังขาดความเข้มแข็ง อาจเป็นเพราะไม่มีสถานที่ที่เอื้อให้มีการรวมกลุ่มกัน รวมทั้งลักษณะการประกอบอาชีพที่ ส่งผลให้ประชาชนต่างคนต่างอยู่ ดังนั้นการรวมกลุ่มกันเพื่อสร้างความรู้ความเข้าใจในเรื่องการอนุรักษ์ที่ให้ ผลตอบแทนทางเศรษฐกิจจึงน่าจะเหมาะสมมากที่สุด โดยนําหลักการการเรียนรู้แบบมีส่วนร่วมมาใช้เพื่อให้ ชุมชนเกิดความเข้มแข็ง เกิดการเรียนรู้ในเรื่องการอนุรักษ์ ที่สร้างผลตอบแทนทางด้านเศรษฐกิจที่เกิดจาก กิจกรรมในพื้นที่ จากผลการวิจัยจึงได้เสนอแนะให้มีการส่งเสริมการท่องเที่ยวในชุมชน และส่งเสริมให้มีการขาย สินค้าที่เป็นเอกลักษณ์ในท้องถิ่นเพื่อสร้างรายได้ให้แก่ชุมชน ควรมีพื้นที่เปิดโล่งเพื่อการรวมกลุ่ม พบปะ ทํากิจกรรม และควรมีการจัดตั้งองค์กรเพื่อเพิ่มความเข้มแข็งให้กับชุมชน

The objectives of this ronarch conservation and Revitalization of the Old Commerial Area in Chachoengsao Town Based on Cavan Participation", are to study Theater and concept of contervation and revitalisation or commercial buildings in the area, to study and collect ideas and perpective of people involved in such area development and to provide guidance on conservation and revitalisation of the buildings which is based on Quien partipation along with learning process the research involves the use of 89 Quontianaret for people living in the area, interview with 3 pacialists in city planning and community conservation, and other interview with a pocialist in tourism to reveal the steps and presentes necessary to make much conservation and revitalisation acceptable to the The theories of participation and group process are applied to set up hypotheses of the study Tho remults whow that people in the area agree and are willing to cooperate in the above mentioned section. However, an outstanding barrier to implement these actions is that the community is not wolkunited according to their necessation of living and occupations, and lack of a place for common action. Therefore, the most appropriate and effective way to implement the manormation and revitalisation of the buildings in the area is to strengthen the community and in their understanding that with their own learning and with involvement of specialists and/or experts, this mont of conservation and revitalisation can lead to better economical return, therefore, better living standard of the community as a whole. According to the findings can be sogested that tourism in the area and production of locally unique product should be promoted There should be a place for meeting and common activities, with a local organisation to strengthen the community.
